I have noted your code telegrams No. 259 of July 2 1 and No. 265 of July 5 2 and request you to express my thanks for their contents to the Chancellor. 3 At the same time you are requested to ask him when he would be willing to enter into negotiations with us on the basis we have already suggested (the proposal mentioned in your report No. 595/pol. of June 27" and conveyed to Mgr. Seipel, with the modifications of Dr. Gratz 5). If you think it more favourable from the tactical point of view, you might use in speaking to him the formula "active and passive territories". According to Mr. Masirevich's report, 7 Chancellor Schober to his great regret cannot himself request the Allies not to force the transfer of Western Hungary, as, according to the Christian Socialist and Pan-German (Grossdeutsch) party leaders, this would again lead immediately to a Government crisis. He is, however, willing not to urge the cession himself.
