1921 195 Concerning the place of negotiations, we propose to meet at Bruck in Austria where the meeting could take place in the castle of Count Harrach, who, to my knowledge, is a Czecho­slovak citizen. By selecting Bruck, neither party would have to pass through Vienna. Mr. Benes could travel to Bruck from Po­zsony through Ligetfalu by car. Should Mr. Benes accept our suggestion, it would be desirable to get in touch with Count Har­rach at once. The Hungarian Government is prepared on its part to address a request to Count Harrach for permission to use his house. I await your information on this point. Please inquire also of Mr. Benes whether he still deems it necessary that Count Szapáry should go to Prague. 1 No. 176. 1059/P0I. As instructed in your code telegram No. 5Ô 2 of February 28, I saw Chancellor Mayr to-day. After my communication, the Chancellor's first question was whether our attitude toward Mr. Davy 3 was to be interpreted in the sense that we recognized him as Landesverwalter of Western Hungary. Naturally I immediately declined to answer this ques­tion and, affirming our personal sympathy, I again referred to the incompatibility which, in our opinion, seems to exist between Mr. Davy's official position and that of the chief Austrian repre­sentative in the negotiations. The Chancellor then said that on our side Mr. Thurner, the Mayor of Sopron, was also taking part in the negotiations ; to which I replied that Mr. Thurner was on­ly present at the Vienna Conference as an expert on local condi­tions, and that he had no part in the conduct of negotiations. In the course of our conversation, Dr. Mayr explained that according to the Burgenland Law, Mr. Davy was chosen as Lan­desverwalter, but that he could not enter into office before the ac­tual occupation of the territory. 1 Cf. infra, Doc.
