1921 io57 assent and even emphasized that it was in fact he who had encouraged me to take such a step. I spoke with the Secretary General of the Conference of Ambassadors 1 who it seems is aware of our preliminary enquiries as well as of the favourable standpoint of the French politicians. He almost excused himself when explaining that the steps taken by the Conference of Ambassadors 2 were misunderstood. Austria has a right to this territory and the note only dealt with the legal side of the question. This does not exclude Austria coming to terms with Hungary before the transfer of the territory, still less the carrying out of the Accompanying Letter. 3 According to him Austria does not want anything but to assure her rights and later on she is disposed to negotiate with Hungary. To this I answered that it was frivolous to make towns and provinces Austrian when they might become Hungarian again perhaps in a week. Such a game is incompatible with human feelings and patriotism. It must be condemned from a human point of view, and is politically dangerous. I inquired about the possible answer which will most probably be of such a nature as to reconcile the former note and the Accompanying Letter and to further direct negotiations between Austria and Hungary. Finally I went to see Mr. Cambon and personally handed over the copy of the note. Mr. Cambon made practically no remarks, he read the note in my presence, and only objected to the one word "immorale". Otherwise he listened to me and referred continually to the fact that he himself can do nothing but will submit my note to the Conference of Ambassadors very shortly. I gained the impression that there may be differences between Mr. Cambon and the Quai d'Orsay because of this question. 4 No. 49. 32o/pol.
