964 § 17. An office necessary for the discharge of the functions of the Head of State shall be established by the Council of Ministers within the limits of appropriations authorized by the National Assembly. § 1

8. The Regent may exercise his functions only after having taken the following oath before the National Assembly: „I., N. N., duly elected Regent of Hungary, solemnly swear that I shall be faithful to Hungary; that I shall myself observe and will cause others to observe her laws and her good and approved customs ; that I shall protect her independence and her territory ; that I shall discharge the duties of my office through the responsible Council of Ministers in accordance with the Constitution and in agreement with the National Assembly; and that I will do everything that I can in accordance with justice and law in the interest and for the glory of the country. So help me God." 2. Law No. XXI of 1920, concerning the provisional regulation of commercial relations and matters of communications with foreign States.

1 [TRANSLATION] § I. The Government is hereby empowered to conclude provisional agreements with foreign States with respect to commercial relations and matters of communications; to provide for transitory measures and to issue decrees for the entry into force of such provisional agreements to be effective until December 31,1921. § 2. Pursuant to the provisions of § 1, all measures taken in such matters between August 7, 1919, and the enactment of the present statute, are hereby approved. § 3.
