794 1920 Government made a démarche in Bucharest, suggesting that it would be time to do something about the long contemplated Hungaro-Rumanian rapprochement. It was pointed out that in view of Hungary's conciliatory attitude and of France's willingness to mediate, success depends on Rumania. Rumania replied that until three Rumanians kidnapped in Hungary (?) are returned, she will not only refuse to even consider negotiations, but rather is contemplating reprisals. The French chargé d'affaires 1 thereupon remarked that it would be singularly ill-conceived to resort to'reprisals in view of the many atrocities committed by Rumanians against Hungarians. Referring to the European situation, I tried to impress him with the imperative necessity of the Allies devoting themselves without delay to the Hungarian question. I suggested that correction of the absurdities created by the treaty is unavoidable and that there should be no further delay in so doing merely because the problem is complicated and difficult of solution.
