79Ç 1920 to express my painful astonishment over these appointments, especially since in view of the assurances of both His Holiness 1 and Cardinal Gasparri, 2 I was confident that the Vatican would either refrain, for the time being, from filling these bishoprics, or, at least, would inform us in advance of its intentions to make such appointments. Monsignor Cerretti argued that the Holy See could not overlook the demandsjj of the Czechoslovak Government, particularly in view of the Czech Government's unequivocal declaration that it would never permit the return of the Hungarian bishops. He also brought up as a defence the fact that in appoint­ing the Bishop of Nyitra, the Holy See took into consideration the candidates designated by Prince Primate Csernoch. No. 825. 38.573/8. The Hungarian Government has consented to the exchange proposed in your code telegram No. 485.® All that remains is to carry out the exchange. With this end in view, I have requested the Commission of Interallied Generals to communicate with the Commander in Chief of the Rumanian army in Transylvania and to ascertain at which time General Flohr would be available at the frontier. The Commission of Generals has already telegraphed to the Rumanian army commander. I shall put Salageanu at the disposal of the Commission of Generals. In order to avoid any delay, you should request the Rumanian mission in Vienna to inform the Government at Bucharest about the proposed manner of exchange so that the latter can instruct the comptent Rumanian authorities in Transylvania ac­cordingly.
