The Rumanians emphasized their hope that France will not take part in the negotiations as an ally of Hungary. The French gave assurances in this respect, pointing out that their chief objective is to bring about a real peace, con­cluded in a spirit of mutual conciliation. I have the impression that the French would like to have some delay. Montille warned me against pressing the matter too much. In his opinion time is working in our favour and he suggested that we should prepare the material for negotiations with the Rumanians. He thinks the initial steps should be taken by us. In general, Mon­tille was optimistic; he is convinced that once negotiations begin we shall succeed. He advised us to show moderation at the beginning. I made inquiries concerning the opposition of French financial circles. He denied that there is such opposition and hinted that the difficulties are due to personal jealousies. He stated that the French Minister for Finance 1 has already given permission for export of the necessary capital. No. 456. 4435/pol. Replying to your code telegram No. 306, 2 you are requested to convey to Chancellor Renner the following: The Hungarian Government is gratified to learn that Chan­cellor Renner realizes the desirability of establishing good rela­tions between the two states. The Hungarian Government has been of this opinion for a long time. The fact that relations between Hungary and Austria are not as good as we would wish them to be is due primarily to the attitude of the Austrian Govern­ment which cannot be characterized in a way other than hostile.
