1920 451 No. 445. 196/res. pol. The Minister for Foreign Affairs, Count Teleki, to the Representative of the Hungarian Government in Warsaw, Count Csekonics. In reply to your code telegram No. 96. 1 At present we have no cavalry troops available. If we could obtain full equipment and if the Polish Government could induce the Principal Allied Powers to eliminate the prohibitory military clauses of the peace treaty, we should be willing to assist Poland against the bolsheviks within a short time. We could only supply cavalry in a smaller number on account of the lack of horses but we could send other troops of considerable strategic value. Transportation through Rumania does not seem feasible even in case guarantees should be given because of the innumerable proofs of disloyalty of the Rumanians. En réponse à la note verbale du 5 de ce mois, No 257/pol, 2 le Ministère royal hongrois des Affaires étrangères a l'honneur d'informer la Légation d'Autriche que la fermeture de la frontière ordonnée par le Gouvernement hongrois n'est qu'une mesure de représailles provoquée par le boycottage. Cette mesure ayant un caractère général et s'appliquant à toute personne sans distinction de nationalité, on n'en saurait, pour des raisons de principe, faire des exceptions en faveur des ressortissants de n'importe quel Etat étranger. Les autorités compétentes hongroises se sont, cependant, réservé la faculté d'accorder, dans des cas tout à fait exceptionnels, l'autorisation de passer la frontière à certaines personnes, quelle que soit leur nationalité, si une telle demande est digne d'être reçue.
