44° 1920 I, on my part, in accordance with Your Excellency's instructions, restricted myself to the defence of our policy and merely hinted in very general terms that should assistance be offered to us which would be equivalent to the assistance offered by the French, we could find a way to supplement the so-called French orientation by agreements in other directions. In my report No. 819/pol. of July 2nd, 1 I indicated the rumours which emanated from the subcommittee of the Reparations Commission in Vienna concerning the extension of its jurisdiction to Hungary. These rumours find further support in certain statements which the secretary of the subcommittee, Mr. Bate, made a few days ago to a member of this Legation. Mr. Lindley, the British representative in Vienna, also touched upon this question when I last met him and expressed the belief that the jurisdiction of the Vienna Reparations Commission would be extended to Hungary. The likelihood of this has been further indicated by confidential information emanating from the Austrian Treasury, according to which the Reparations Commission has already indicated in one of its written communications that the expenses incurred by the maintenance of the Commission will be divided between Austria and Hungary, I remarked to Mr. Lindley that in my opinion the Reparations Commission could only begin to function in Hungary after the Treaty of Trianon was ratified. Mr. Lindley pointed out that the Reparations Commission had begun to function in Austria immediately after the signature of the Treaty. In reply, I expressed the belief that it was only a preparatory commission which went to Vienna after the signature of the Austrian treaty for the purpose of collecting information and that the Vienna Commission was officially constituted on July ist only, immediately preceding ratification.
