Military Mission and to the Representatives of the Principal Allied Powers in Budapest, Mr. Cerruti [Italy], Mr. Fouchet [France], and Mr. Hohler [Great Britain]. BUDAPEST, February 17, 1920. For political reasons, the Rumanian authorities of Debrecen have issued a warrant for the arrest of Professors E. D. and S. K., G. K., matriculation clerk, all of the local University, and for General Flohr. In order to save being arrested they had to escape. Soon after, General Flohr's family was interned, and accord­ing to authentic information recently come to my hands the Rumanian authorities also intend interning the families of the other three above mentioned persons, thus meaning to force their surrender. Apart from the fact, that such procedure is by no means in keeping with the principles of justice, for the sake of humanity I beg to request that effective measures shall be taken towards preventing the internment of innocent women and children, and that such as have already be interned shall be released. At the same time I take the liberty of acquainting you that a Mrs. M. de P. has for her opinion about the Ruman­ian administration, expressed in a private letter, been impri­soned by the Rumanian authorities. No news has been forth­coming from her since. I shall be much obliged if you will institute an inquiry regarding this affair so that Mrs. P. shall, if possible, be liberated.
