i992 through the Committee provided for by Act No. X of 1920, my activities both as Minister for Foreign Affairs and as Prime Minister. In other words, I propose that impeachment proceedings be instituted against me; I propose this against myself alone, since my responsibility alone is involved. (Applause) . . . The Speaker : The Minister of Justice wishes to address the House. Paul William Tomcsányi, Minister of Justice: Hon. House! The Prime Minister has introduced a resolution about which other members of the Government had not been previously informed. Nevertheless as we shared in the past responsibility for all acts of the Prime Minister, we intend to accept responsibility for this act as well. Therefore, I have the honour to ask the House that in case this resolution is accepted, the impeachment proceedings be instituted against all members of the cabinet. The Speaker : We shall now proceed to voting. I shall submit to vote first the question whether or not the House accepts the bill concerning the ratification of the treaty of peace concluded on June 4,1920 at Trianon, with the United States of America, the British Empire, France, Italy, Japan, Belgium, China, Cuba, Greece, Nicaragua, Panama, Poland, Portugal, Rumania, Kingdom of Serbs, Croats and Slovenes, Siam and Czechoslovakia, Second, I shall put to vote the declaration proposed by Deputy Charles Huszár. Finally, I shall submit to vote the resolution introduced by the Prime Minister. Does the House agree to this order? (Yes.) I put then to vote the question: Does the House accept this bill in principle, yes or no? (Yes!) I request the Secretary to read Mr. Huszár's declaration. Secretary Imre Héj]: (reads the declaration introduced by Mr. Huszár, supra, p. ) The Speaker : I put to vote the question : Does the House accept this declaration, yes or no? (Yes!) I proclaim this as a Resolution. (The House and the members of the Government rise and sing the national anthem.) Now I submit the resolution introduced by the Prime Minister. I request the Secretary to read it. Secretary Imre Hêjj (reading): „Resolved, that by virtue of Act X of 1920, and in accordance with Act III of 1847—48, sec. 32, impeachment proceedings shall be instituted against Count Paul Teleki, Prime Minister and formerly Minister for Foreign Affairs." The Speaker : Does the House accept this resolution? (Exclamations from every part of the House: No!) This resolution is tabled.
