external relations in different documents, but the comprehensive cultural diplomacy is still missing. However, the cooperation among the cultural institutes of the member states has already started and the EUNIC can help the EU to develop a common external cultural policy. The EU's toolkit of cultural diplomacy can vary from the capabilities of regional entities to the abilities of national policies. A regional organisation can e.g. launch a regional Capital of Culture initiation or a thematic year, and strengthen the cultural dimension of the rotating Presidency. The common cultural diplomacy can take over tools from the national practice as for instance, a cultural season, exchange programs or a media channel. The recognition of the need to present culture in the EU's external relations seems to be born but its institutionalisation is not scheduled yet.
