Résumé International Norms and Diplomacy in the Safarov Affair: Reality and Perception, Law and Policy in the Hungarian-Azerbaijani-Armenian Triangle The notorious Safarov affair has attracted a wave of political commentary and stirred political debates. The current study intends to offer a short overview and analysis of the case from the perspective of international law and diplomacy. First, it examines its Hungarian-Azeri dimension with the conditions and formal requirements of the transfer procedure. The next question under scrutiny is the compatibility of the Azeri presidential pardon with the international rules binding upon Azerbaijan as the result of its reservation to the applicable treaty framework. Then it turns to the question of predictability of an Azeri breach of international obligations and the assessment of the decision taken by the Hungarian government to agree to the transfer. In the Hungarian-Armenian aspect of the case, the examination continues with the question of international responsibility of Hungary and the Armenian position on that matter. Then the analysis shifts onto the diplomatic moves of Armenia and the issue of expected satisfaction from Hungary. The study ends with a brief conclusion of lessons. 204 Külügyi Szemle
