The ongoing humanitarian crisis and the proxy war between Sudan and Chad through support of each others' rebels have tragic consequences for the whole region. According to rough estimates, in 2009 the number of internally displaced persons in Darfur rose to over five million and Sudanese refugees keep on arriving in neighbouring countries. Chad is seriously affected by the prolonged humanitarian crisis due to the trapped situation of 300 000 Sudanese refugees whose repatriation in the short term looks more and more hopeless. Extended crisis region, poor state power and mass migration altogether favour organised criminality and impunity which ruined humanitarian efforts. Thanks to the deployment of UN and EU peacekeeping forces (MINURCAT, EUFOR), the humanitarian situation is now under control and NGOs are able to meet basic needs of refugees. Faced by the perspective of an emerging prolonged refugee situation in Chad, humanitarian authorities have to seek new strategy to transform gradually humanitarian aid services into comprehensive regional development programmes and promote self-sufficiency both for refugees and locals in misery. 222 Külügyi Szemle
