Résumé ineffective. A clear definition is a fundamental precondition of developing an effective energy policy capable of handling the strategic consequences of long-term energy im­port dependence. The theoretical foundations of the study are also placed in a historical perspective, giving it a test of empíria. The analysis of the Cold War energy relations between West­ern Europe and the COMECON, the central axis of East-West confrontation, proves a close, intricate relationship between energy policy considerations and international politics. The analysis of the energy policy perspective offers a view of the consequences as well. While the close link between international relations and energy policy as described during the Cold War, has changed after 1990, this link did not disappear afterwards ei­ther. The analysis also gives indication as to the roots of the post-Cold War energy poli­cies unfolding and gaining new importance in the wake of the 21st century. These are: the priority given to avoiding unilateral dependence on hydro-carbon markets and transit routes, the need to diversify markets as well as transit, the special role of natural gas in European-Russian hydro-carbon trade, and the fundamental difference between European and American energy policies. 52 Külügyi Szemle
