Résumé On the Responsibility of the State-Creating Finno-Ugrian Peoples, or the Complex Handling of the Situation of the Finno-Ugrian Peoples in Russia with the Help of the Programs of the European Union The essay raises the issue of the improvement of the living conditions, the opportunities to preserve the linguistic and cultural heritage, and identity of the Finno-Ugrian peoples in Russia which do not possess their own states. The goal of the paper is to encourage the Finno-Ugrian member states of the European Union not to forget the common roots of their cultural and linguistic identity, and to protect the Finno-Ugrian peoples by influencing the dialogue between the EU and Russia and by shaping the newly emerging tools together. The somewhat novel topic would like to contribute to the expansion of the horizon of the Hungarian foreign policy and the activation of the Hungarian foreign political theory and practice by demonstrating what programs can be implemented successfully int he most important questions by treating them as a whole in the administration in Brussels, the bilateral relations, and the foreign policy of the Union. The author discusses briefly those modes of activity which Hungary alone, as well as the three Finno-Ugrian countries together have done or are doing outside of the European Union. She categorizes the tools and programs which are already at the disposal within the EU; she deals with the activation of the internal system of institutions in details; she explains the community and union areas of competency; and discusses the potential methods of making the EU-Russian relations more active in a subchapter. Über die Verantwortung der staatsbildenden finnisch-ugrischen Völker, oder die komplexe Handhabung der Lage der finnisch-ugrischen Völker in Russland mit Hilfe der Programme der Europäischen Union Vorliegende Abhandlung erhebt das Wort im Interesse des sprachlichen, kulturellen Erbes, der Bewahrung der Selbstidentität, der Verbesserung der Lebensbedingungen der über keine selbständige Staatlichkeit verfügenden finnisch-ugrischen Völker in Russland. Ihr Ziel ist es, die finnisch-ugrischen Mitgliedstaaten der Europäischen Union anzueifern, nicht die gemeinsamen Wurzeln ihrer kulturellen, sprachlichen Identität zu vergessen, und mit dem gemeinsamen Auftreten durch die Beeinflussung des Diskurses zwischen der Europäischen Union und Russland, mit der Gestaltung des 2006. tavasz-nyár 189
