Résumé International Emergency Conflict Management: The Anatomy of Humanitarian Armed Interventions The number and complexity of humanitarian emergencies have steadily multiplied and become regretably familiar marks of the international political landscape. Beyond their sorrow human aspects, humanitarian crises have turned out to be inescapably political and security issues of great international concern. The fundamental transformation of the nature of internal - non-international - armed conflicts is due to the significant shift in the motivation and purpose of violence towards some cynical and unashamed form of barbarism. The humanitarian, political and security aspects bound together in the most prevalent form of violent conflicts resulted in the rise of the challenge of complex emergencies and the search for interenational responses to the attack on the fundamental norms of humanity. As the consequence of truly shocking examples (Bosnia and Rwanda) of brutality and the inefficency of external actions and involvement, the demand for international assistance through protection and coercion grew stronger and louder. Humanitarian intervention as one specific form of collective actions seemed an inevitable and more adequate answer to the ongoing tendencies. New distinctions (between classic "consensual relief operations" and forceful "intervention for humanitarian purposes"), notions ("humanitarian security") and legal concept ("right to humanitarian assistance and its imposition on those in defiance of it") emerged and shaped the direction of the ongoing debate. The dilemmas that determined the international resitance to and the politico-legal controversy about humanitarian military operations have not yet been settled. The evolving practice of the post-Cold War age has already provided instances of international humanitarian actions with various mandates and legal grounds (with UN Security Council mandate and without prior authorisation as well) and diverse forms of participants (occasional coalitions or regional organisations alike).
