2003 / 3. szám - EURÓPA - Boros Ferenc: A "visegrádi együttműködés" és perspektívája

Résumé The 'Visegrád Cooperation' and Its Perspectives The essay critically takes stock of the historical significance and role of the 'Visegrád Four' (the Czech Republic, Hungary, Poland, and Slovakia), as well as the experiences and lessons of the cooperation and discusses the new challenges ont he eve of accession to the EU and the perspectives of this Central European regional group with reference to them. It suggests that the agreement by the most developed nations of the Central European region in 1991 was based ont he well known historical circumstances and the common interests deriving from them. At the same time, it must be pointed out that the differences int he national interests of the participating countries, including the legacies of the past, put cooperation in a sort of straitjacket. The author wishes to provide a more than usually adopted balanced picture in order to present why the first period of of cooperation was only short-lived and unstable, then what new circumstances urdeg and made possible the revitalization of the Visegrád group in 1998-99. The author poses the question to what extent the mistakes of the past have been overcome besides the fact that the cooperation was made more meaningful in a structural sense as well. The experiences show that these endeavors have only been partly successful. The essay pays special attention to the new signs of crisis within the Visegrád cooperation int he Spring of 2002 (whose backround was provided by the domestic political considerations of the nationality politics) and how they have been bridged over. The different national interests of the individual countries are still manifest and they are not likely to disappear in the future. Th membership in the EU requires the Visegrád countries to reconsider the future and nature of cooperation. The EU-membership opens new international opportunities and dimensions for representing their interests for these countries. It would not be a lucky outcome of events if these opportunities result in the diminishing of the achievements which the Visegrád countries have already done int he field of cooperation.
