Résumé Pal Vastagh: Harmonization of Law - from a General Point of View The treatise analyzes harmonization of law from the aspect of the development of law in Hungary, that is, following the establishment of the Association Agreement between Hungary and the Member States of the European Communities, what line of action to take, and what requirements to meet, in order to promote our long- range perspective integration with the help of law. It establishes that the modernization of our society and economy is such an internal need that can be linked with the harmonization of law, serving as one of the preconditions of European integration. Harmonization of law is not an end in itself, but it is a regulatory and conflict solving instrument of the Union's single internal market. Every country that adopts the economic and trade union, first of all free movement of goods, capital and services, and to a certain extent, labour force - should approximate their laws to the regulatory objectives laid down in the Community directives. The domestic legal systems are considered "harmonized" if the services provided in the course of the administration of justice are of the same quality as those of the other Member States of the Community ensured by different legal techniques. For this, in addition to the harmonization through legislation - the typical level of source of law being the government decree - other means are available as well: deregulatory technique, solutions offered by case-law, and decisions of the Constitutional Court. The author points out, however, that there are political pre-conditions as well for the gradual implementation of the possible and desirable integration and harmonization of law: without the readiness to adopt new members on the side of the European Communities, accession is out of the question. András Inotai: The Regionalism: an Example — the Hungarian—German Economic Relations The objective of this paper is to study trends of and prospects for regionalism in Hungarian—German relations from the point of view of Hungary, a policy-taker country. Within the new European framework evolving after the overcoming of the decades-long ideological, political and economic division of Europe, Hungarian- German relations have become a symbol of rearranging the basic organizational pattern of Europe. 1995. ősz—tél 253
