SÁNDOR VITALIS Professor, Doctor of Geological and Mlneralogical Sciences President, Hungarian Hydrological Society Ladies and gentlemen The Hungarian Hydrological Society, together with the Institute for Hydraulic Planning (VIZITERV) has organized the first conference on „Improvement in Planning of Water Management" round 10 years ago, in September, 1964. The changes that have occurred since are perhaps best reflected by the fact that the organizers of this second conference include now the Water Resources Center of the National Water Autho­rity. In view of the growing problems faced in water management in Hungary it became necessary in 1967 to organize the Water Resources Center, with its staff recruited mainly from the department of VIZITERV dealing with perspective planning. The responsibilities of the Water Resources Center include the continuous improvement of the National Water Management Master Plan in response to the demands arising from social development, the consideration of all problems in wa­ter management related to the exploration and sur­veying of surface- and subsurface water resources alike, as well as to controlling their quality. One of the most oustanding results of the concerted efforts of the two institutions in the field of water management is the construction of the vast project aimed at the improvement of water resources mana­gement and development of irrigation in the Tisza Valley, namely of the second barrage on the Tisza River at Kisköre. VIZITERV was the general consul­tant for this project. In response to the growth in po­pulation and the rising living standard, the construc­tion of large regional water supply systems, such as the Borsod, Mátra, Lake Balaton and Lake Velence Regional Water Works has become necessary, for which the Water Resources Center and VIZITERV assumed the roles of consultants and designers. In these efforts the Hungarian Hydrological Society has lended active social support. Development at these institutions has always kept pace with advances in science and technology. The introduction of one of the most revolutionary innova­tions in the second half of the present century, na­mely of computer methods was the result of circum­spect and foreward looking development work. Round 70 papers have been submitted to the pre­sent conference and these reflect the advances achiev­ed during the past 10 years and outline the solutions to the challenging problems which water mana­gement will be faced with in the future. It will also be perceived from these papers that the staff of both institutions has participated in planning work not only in Hungary, but abroad as well, especially in the developing countries and have contributed successfully to the development of water management there. The staffs of the Institute for Hydraulic Planning and the Water Rescources Centers will be fully em­ployed in the coming years working for the common benefit. In the hope that the relations between the Hungarian Hydrological Society and the two partners in organizing this conference will remain as good they were thus far and become even closer, I declare the conference open and wish successful work to all par­ticipants. National Water Authority This is the second occasion that the conference on improvement of planning in water management is convened, in order to discuss the engineering and eco­nomic problems arising in the fields of designing and planning in water management, in response to the evolution of national economy and to the rising living standard of the population. Besides the comprehensive economic significance of the problems to be discussed here, the timing of this conference is made actual not only by the fact that this is the 10th anniversary of the first similar conference, but also by the cir­cumstance that the general development concepts of water management were approved this year by the Council of Ministers. One of the most important ob­jectives of these development concepts is to stake out for the coming 15—20 years long period, in harmony with the expected development of the national eco­nomy and with advances in technology, the develop­ment trends in water management together with some of its objectives of decisive importance. In these con­cepts a high rate development of water management in Hungary is envisaged, consequently the problems to planners and designers are likely to multiply in num­ber and to become more demanding, since advanced water management projects meeting also the require­ments of economics cannot be realized unless planned carefully and designed with due regard to latest de­velopments and achievements of technology. Trusting that the engineers, institutions and enterprises engaged in the planning and designing of water management will successfully cope with the increased problems. I have the honour of complying with the request to introduce this conference on planning by a brief sche­matic outline of the objectives and future tasks of water management. There exist ramified and close interrelations between water management and social-economic development. As a consequence of the latter, water demands grow at accelerating rates and properties increasing in value must be protected from the damages of water. At the same time, and conversely, advanced water manage­ment is one of the prerequisites for socio-economic
