USA (203)357-7614 His Excellency Károly Grosz The Prime Minister of Hungary October 30, 1988 Dear Mr. Prime Minister, - ­On the 12th of September we have attached an open letter, which was sent to the Presidium of Hungary and which was signed by 232 organizations representing somé three millión environmentalists, archeologists and others who want to prevent the destruction of the Danube. The letter asks that your Government comply with Article 30/ld of the Hungárián constitution and with the resolution of the European Parliament and allow a public referendum on this issue, so that you would share the responsibility fór this grave historical decision with the entire Hungárián nation. Today we are here to repeat that request. Today, when we call on the world's financial institutions to issue no more loans to Hungary, we want to assure the Hungárián people that we do this only to prevent the unauthorized channeling of these funds to fináncé this destructive project. We promise that if a public referendum is held, our coalition will nőt only ask fór new loans to Hungary, bút will alsó collect funds to minimize the financial consequences of terminating this project. Dear Mr. Prime Minister, it is still time to recognize this project fór what it is, a white elephant of Stalinist planning - monstrously expensive, of dubious utility, ruinous to the environment and contrary to popular will. It is still time to reestablish the international and domestic credibility of your reformist Government.
