The Gircle's announcement states that this can only be effected by degrees and thus proposes concluding régiónál disarmament and security agreements. It suggests "an investigation intő the possibility of establishing a Lov Armament Level Zone around Austria and that negotiations should be set up on this matter. The Low Armament Level Zone would include the territories of Northern Italy, Slovenia, Croatia, Hungary, Gzechoslovakia and the Southern region of West Germany. The Zone would be free from nuclear and Chemical weapons and would contain only a small number of defence troops. The Zone's status would be acknowledged by Inter­national contracts made by the surrounding countries, world powers and military alliances.". Such a treaty would be the premise fór a Pan-European disarma­ment process. The announcement dated March lOth was signed by Tibor Holczer on behalf of the East-West Dialogue Network Circle, it asks those interested to support the launch of negotiations fór the establishment of the proposed Zone.
