Inner Cabinet is Estábllshed in the Councll of Ministers t Yesterday on January 19th the provisional organising committee of the Hungárián Social Democrats Party held an open meeting in g Budapest restaurant. The aim of the re-formed party is that many independent organisations should struggle together to create a democratic welfare society. The Social ^emocrats váll begin organising in the country and Budapest districts and a special committee will be set up to draft a detailed party manifesto. In a statement by the Scientific Workers Democratic Union a protest is made against the brutal infringement of humán rights by police in Prague and a demand to re- lease all those arrested. Independent unions and the film makers unión committee have issued an announcement in which they call fór United action against the strike lav being drafted. The New March Front*s proposal to form a National Committee was favourably accepted by the Scientific Workers Democratic Union at its fiúst dele- gates meeting where it expressed its intention to co-operate with other social organisations in the interest of Progressive socio-economic changes. It alsó stated that in order to acheive a democratic consensus a Fórum where participants have equal rights and no-one plays a leading role is necessary. They alsó propose to set up a örafting committee. Today, January 20th, was a busy day fór the independent movements. The Democratic Alliance of -^eachers began its serie s of fórums at A pm. The II district branch of the Small Holders Party held its founding session while the II district branch of the Free Democrats Alliance organiseö a debate on the necessity of new elections and on the right to associate. The Alliance will alsó hold a council meeting to- morrow. The Hungárián Jewish Gultural Union held a club meeting in the IX district. This aftemoon at A pm the Danube Circle will continue its week by week signature collection at the Western, Eastem and Southern Railway Stations and in subways fór a letter addressed to the Presidential Council which demanas a referendum on the Bős-Nagymaros dam. Finally at 6 pm the Bajcsy-Zsilinszky Friendship Society held a meeting and debate in the Jurta Theatre entitled "New Compromise: Alter- native groups and the authorities". In the meeting János Molnár spoke on behalf of the Hungárián Socialist Workers Party’s Party History Institute, he is the author of a book published in 67 entitled "Counter-Revolution in Hungary in 1956", Iván Vitányi on behalf of the New March Front, István Csurka fór the Hungárián Democratic Fórum, Miklós Szabó fór the Free democrats Alliance, Péter Molnár fór FIDESZ and József Antal fór the Bajcsy-Zsilinszky Friendship Society. It appears that the political leadership is afraid that a probable compromise with independent groups will nőt halt the deepening crisis. Yesterday, the 19th, in an em- ergency meeting of the Council of Ministers it was decided that in future a limited cabinet of six members will opBrate within the govemment. Its members will be: the two Ministers of State, the Minister of the Interior, the Foreign Minister and the Prime Minister and his deputy. According to the Hungárián Press Agency this inner cabinet "will be a govemment policy think tank",it might even be said a "crisis team".
