Many independent groups want new elections to be declared and a great many signatures are being collected fór a~letter addressed'to the Presid- ential Council of the Hungárián Republic which is as follows: "The October 7th 1983 Pariiamentary vote did nőt reflect the will of the people. Thus we the undersigned demand an adequately prepared, socially controlled referendum on the issue of the Bős-Nagymaros dam. We demand the suspension of construction until the referendum." Tomorrow protests will take piacé throughout the world in front of Hungárián Embassies and Consulates, London included. Hungárián environmentalists and other independent movements will organise a big meeting and a torchlight march in Budapest. The leaflet announcing these events takes an unusually sharp tone and is entitled "It has just BegunI" which can be taken to mean the construction of the dam or the protests against it. Apart from the 16 environmentalist groups which belong to the Nagymaros Committee it was signed by other independent groupings including the Yaung Democrats Alliance, the Bajcsy-Zsilinszky Friendship Society, the Hungárián Democratic Fórum, the Network fór Free Initiatives and the National Entrepreneurs Alliance. The text: "The Hungárián Parliament voted against the Danube. The majority of the M.P.s did nőt take personal responsibility. They sanctified the building of the dam which will result in catastrophic consequences. They disregarded the expert opinion of the Hungárián Academy of Sciences, they did nőt ask the people, they did nőt ask fór a referendum. Who does Parliament represent if nőt the people or Science? Let’s nőt wait fór an answerl Let’s express our will directlyl Let the nation decidéi Stop ConstructionI Hold a Referendum! We will alsó demand this on Sunday October 30th. On this day in twenty-seven great cities of the world Hungarians and environmentalists will protets with us. In Budapest at 2 pm a great meeting will take piacé in front of the Technical University. In the evening there will be a torchlight march meeting at the Margit Island at 6 pm. We will go to March 15th Square. Signatures will be collected everywhere," A few days ago the Hungárián authorities told the organisers that they will nőt allow the evening march. Bút the environmentalists stuck to their plans'and did nőt submit to pressure from the authorities, many regard this as merely another tactic in their strategy to restrict spontaneous social initiatives. After discussions the authorities finally permitted both actions to take piacé. Although the route of the march has nőt been agreea yet it is hoped that after the 2 pm meeting the evening march and a further meeting on March 15th Square can take piacé without incident.
