Its registered membership already exceeds one thousand. It has no leadership as it strictly adheres to its deraocratic principles: only its members, the first congress can decide on its leading organs, its programmes and rules of operation. The programme plán which was publicised recently stresses that the organisation considers democracy of primary importance. The YDA programme plán is divided intő ten sections embracing all proposals which lead to the birth of a New Hungary according to their Founding Declaration. There is no separate youth section in the programme plán as YDA members believe that no so-called distinct "youth policy" exists; the youth problem which has been marginalised fór decades is closely linked with the generál situation in the country. That is why the plán does nőt divide the aims of the YDA intő generations bút intő themes which formulate the tasks facing the entire nation. The first section entitled "The Political System and Democracy" takes as its starting point the most effective type of conteraporary political system, that of parliamentary democracy based on a multi-party system supplemented by the institutes of democracy. Fór this transformation the separation of Party and state and of the branches of state power is necessary as is a new constitution, a new regulation fór Parliament’s legal status and tfre reform of the legal system. The chief principle of its economic policy programme plán is efficiency. The plán demands a radical reduction of somé of the items of the state budget, fór example military expenditure and support fór political organisations and fór enterprises operating at a loss. The YDA social policy proposal wishes fór a system where everyone has the right to remain a free, indepen- dent Citizen. The programme plán is very much concemed with the defence of the natural and humán envircnment. The peace policy proposal is to establish an alter- native civil service (in piacé of military service) and a new national defence law. The policy concerned with education is of the belief that education cannot serve one ideology or political party. It states that it is everybody’s fundamental right to decide freely to which nation or community they belong, the Hungárián state must undertake to represent the interests of the whole nation and must take reál steps to solve the national minority problem, including the gypsy question. The plán then proposes the .institutional and political conditions necessary fór self-government. It proposes to secure freedom of conscience and religion saying that the state must be separated from the church and state interference in the inner life of religous communities must cease. The last section of the plán "Present Time" deals with the tasks to ensure the free activity of independent groupings, the reinstatement of the Kossuth arms and the March 15th national holiday, the rehabilitation of the vic- tims of the Rákosi dictatorship, the 1956 revolution and post-revolution, concrete steps on behalf of Románián refugees and stopping the construction of the Bos-Nagymaros dam. This plán is the most thorough and thought out programme plán by the Hungárián demo- cratic forces up until now, it is obviously the work of a group although there are somé repetitions and parts of it such as the economic policy proposals must be refined. The programme drafting committee welcomes proposals and comments, the 24 page text was sent to all YDA members and alternatives from YDA groups must be sent to the committee by September 20th.
