MCLÁUGHLIN: As a Westemer. . . KADAR: Another comment, if you will allow me. You mentioned indebtedness here. To be exact, the way this is is as follows: the gross indebtedness, as of today, is $17 billión dollars and the net is $10.9 billión, bút this cannot automatically be compared to the [indebtedness] situation of other countries, since our export capacity is somewhat larger than what we are actually capable of exporting as a result of various obstacles. If these can be lifted, then the per capita indebtedness will have to be related to the export capacity. MCLAUGHLIN: I told you as a Westemer, Budapest, which is the only city that I have visited here, although I drove from Vienna and I saw somé of the countryside, the Hungárián people are very Westernized in their appearance, in their manner, in their geneology, in their interest and lőve of life, and this city Budapest is a wonderfully beautiful city, I teli you that. Bút I'm alsó aware of these economic problems, and that is why I entered upon this line of inquiry. We'll be back in one minute. END OF FIRST SEGMENT SEGMENT TWO MCLAUGHLIN: General Secretary Kadar, fór the first time since 1957 the Hungárián Socialist Workers Party (HSWP) is going to have a conference, a major conference here in Budapest in a few weeks. The economy is experiencing problems and there are those who say that the way to relieve the economic problems is to promote political reform. I have observed that the principal suggestion is to have plurality of power centers. Instead of simply the Party being the dominant and exclusive voice fór policy, it will be divided three ways. The Party, the Parliament, and the Government, which presumably would be Mr. Grosz who is the Prime Minister. The executive branch as we would call it in the United States. Do you feel that the sharing of political power in that fashion or a sirailar fashion is a good idea? KADAR: It is true that the road of economic reform alsó requires changes on political questions, however these appear independently of the economic questions. Well now, everywhere you must start out from the fundamentals of the existing society. Here in Hungary, we have one political party, bút there are several factors in political decisionmaking. You mentioned three of these: the Party, the Government, and the Parliament, bút I would mention a fourth one.
