| « HUNGÁRIÁN l ®«í Editor: György Krassó * 24/D Little Russell Street * London, WC1A 2HN * Tel. 01-430 2126 (from abroad 441-430 2126) 134-/1988 (E) 28th May, 1988 Declaration by the INCONNU Group on Karoly Grósz’s Corning to Power The declaration entitled "The Reflexes of Defence" was read out by Tamás Molnár at the Rakpart Club debate on May 26th. It states that in Hungary the autonomous con- struction of civil society has arrived at a period of political struggle. Society has articulated its demands fór a multi-party system (as shown by the Hungárián Democratic Fórum and the Network fór Free Initiatives), the safeguarding of independent interests (Scientific Workers Democratic Union), independent youth mass movements (Young Demo­cratic Alliance) and that the protection of the environment standing above state interests (Green Movements). It was in such circumstances that a national Party conference was called in which - according to the declaration - the myth of the political vanguard failed once again. Changes took piacé in the Party leadership which were forced by society and Party members: this replacement - the Party’s last political possibility - definatively ended the Kadar éra. Then the declaration tums to the manner in which Kádár’s conservative policies and mistaken economic decisions caused the acute crisis and by what means he managed to give a reál ultimátum to democratic social groups in his speech at the Party conference. Intő this vacuum in the higher echelons of the Party came Karoly Grósz a strong powerful mán. He used his Prime Ministerial position - says the declaration - to occupy the General Secretary’s chair by a veritable putsch and because of his Machiavellién behaviour and ability he nőt only holds in his hand the state and Party apparátus bút the leadership of military bodies as well. The declaration continues "In his person are invested all the conditions necessary fór the introduction of a disciplinarian dictatorial leadership. He advanced like his predecessor because of his autocratic slogans and demands. Bút the establishment of this practice always throws the country intő a tragedy." The reforms so far connected with Grósz have been restricting and uncertain and have drastically reduced life styles and the security of existence. The declaration compares Hungárián events with those in Poland and states that the country’s new leader has been given the oppurtunity to take on a role similar to that of General Jaruzelski. However stabilization can be acheived by making concessions to society’s legitimate demands.
