The 33 year(old Hatvan inhabitant László Rusai - one of the editors of the samizdat periodical Égtájak kozott (Between Points of the Compass) - has been harassed by the police fór years. In 1985 he spoke in a nomination election meeting and uas afteruards arrested fór the first time. He was held on remand fór 39 days in Eger Police Station where he uas beaten up so seriously by tvo detectives that he had to have medical treatment afteruards. A year later, in October 1986, he uas taken uithout reason fór compulsory psychiatric treatment and held illegally fór ueeks in a closed psychiatric uard. On November 9th last year he uas arrested fór the third time by Eger police uithout demonstrative proof, On November 24-th Rusai uas taken to the Budapest National Prison - the Gyujtófogház - fór 30 days psychiatric observation. The 30 days elapsed on December 21th bút there is no definlte neus of the results of the examination or Rusai’s uhereabouts. His lauyermaintains that his Client uas pronounced mentally ill and taken back to Eger police station uhere he uill go to the psychiatric uard of the hospital. At the beginning of December the hexameron Rusai Committee uas formed. The Gommittee nou issues a statement. in uhich they appeal fór help primarily from the medical society. The text of the statement is as follous: The Rusai Gommittee Statement no.3 ' László Rusai has been on remand fór 58 days, fór more than six ueeks neither his mother nor his friends have been able to see him, On December 2/+th the 30 days’ examination of his mentái state elapsed in the Forensic Psychiatric Observation Institute in the Budapest Gyújtófogház. Until January 5th neither the County Heves Police nor the lauyer employed by his mother uould give out any information on Rusai’s uhereabouts. To complete the mystery a greetings card arrived at his mothers dated December 29th and uritten in Rusai’s hand - with conventional Neu Years uishes - uhich had been posted in Budapest. On the same day the Gyúj tó'fogház informed Mikolta Bognár, one of Rusai’s friends, that he could send Rusai a parcel in a month to the Gyüjtófogház. On January 5th his lauyer Dr László Bodnár informed his mother, after repeated enquiries, that Rusai uas once more in Eger Police Station, from uhere he uould shortly be transferred to the Gyöngyös City Hospital’s psychiatric uard. The prosecutor did nőt press charges as the results of the psychiatric observation shoued him to be unimpeachable. Thus the County Heves state security agencies - although they could nőt prove that Rusai had committed a crime - uish to hold him fór longer uith the help of their tested partner Dr. Árpád Béla the chief psychiatric physician in Gyöngyös. We nou appeal to medical opimion, espécially to the Hungárián psychiatric world. The political police employ medical means as retribution fór political opposition. They make their solitary enemies ill uith physical and spiritual torture, then hand them over fór the medical treatment of their choice. They used this formula c o 4
