f « APPENDIX This document was prepared in the editorial Office of the independent periodical BESZELŐ, from March to June 1987. It was written by János Kis, Ferenc Kőszeg and Ottilia Solt. We are indebted to everyone who has helped us in our undertaking with written notes or órai advice. We have alsó strived to make use of the literature, both published and unpublished, on political reforms. Much of what we are proposing "is in the air.". We will nőt point out what, in .our view, has been thought through to its end first. Instead, we are calling attention once again to a characteristic of our approach: what we would like to see is that the drafts of the teams of experts turn from proposals intő demands. Therefore we must clarify in whose name we are speaking. The editora of BESZELŐ belong to the democratic opposition. Bút this opposition is nőt organized. It consists of individuals and groups acting independently, although in solidarity with one another. We are nőt authorized to speak on behalf of every dissident, nor are we claiming such authority. Other dissident Journals have alsó proposed programs: fór example, DEMOKRATA in its issue No 3 of 1986. The preceding summarize BESZELO's standpoint, continuing and refining the analyses and proposals that have appeared in earlier issues of our Journal. We deem it desirable that as many circles and groups as possible—dissident and nondissident, official and unofficial, professional and lay associations—express their views on the resolution of the crisis.
