In shaping ahort-term policy, ve must atrive to baae the protection of aiinoritiea on reciprocity and good relatione vith other countriea. If ve act vitb determination, tbis could bear fruit already nov in Hungary'a relatione vitb Yugoelsvia, and perbaps aleo vitb Czechoslovakia. Tbe opportunities in relatione vitb the Soviet Union have nőt been tested at all. Tbe most difficult is tbe case of Románia. Ve vili bardly be able to come to an agreement vitb the present Románián government. An open dispute vili be unavoidable if Hungary doee nőt viab to lend a. helping bánd in the vilification and ruining of the Hungariane in Románia. It is the more important, therefore, that the objectivee and principlee of the government'a actions be made unambiguoualy clear. In tbe ahort term ve cannot bope to acbieve mucb more tban to let the Hungariane in Románia knov that they have nőt been abandoned. Thinking in longer terme, hovever, ve believe it ie reaeonable to expect that the pover atructure in Románia vili undergo a deep criais after Ceauseecu diaappears from tbe ecene, if nőt before. In that eituation it vili nőt be indifferent vhat stand the Hungárián government took in the preceding years:- Vas it firm in protecting the Hungárián minority'a righte, bút nőt blindly anti-Romanian in areae vhere Hungary hae no interest or perhape has common interests vith Románia?- Or did it mask its veakness by engaging in noisy polemice over grievances, and by pursuing a short6Íghted anti-Romanian foreign policy? If the Hungárián government follove the latter course, then it vili be able to be merely a helpless spectator alsó in the coming Románián crisie. Bút if it follovs the former course, then it could act a6 mediator betveen a Románián State striving fór consolidation on the on hand, and the Hungárián minority on tbe other. There must be openness on the minority Í6sue. The Hungárián public is being informed intermittently and one-sidedly. Usually the Hungárián pres6 dvelle on the Í6sue of the Hungárián minoritiee only vhen a historical or literary polemic erupts (as a rule, betveen a Románián and a Hungárián author).- The government'e spoke&man and informát ion office must vitbdrav from cultural and scientific polemice. It ie up to the cultural and scientific communities to defend themselvee.- Présé control of tbe debate on the national [minority] ieeue outside the mase média mu6t ceaee.
