The measures adopted to date are far from adequate. Decree of tbe Council of Ministers No 28/1986 (16 July) at least a dm i t e that tbe laid-off vorker may require assistance, and thie admission unquestionably represents aome progrees.- If tbe placement-service office íb unable to offer tbe unemployed vorker a job that fits his qualificatione and State of health, be is entitled fór one year to unemployment compensstion, vhich euphemistically is called "pay fór an eztended period of notice" or "assistance fór vorkers aeeking employment." (Average pay in the név job may nőt be lover by more tban 10 percent of tbe average pay in the old job, and tbe conmuting time may nőt be longer by more tban 2 bours a day.)- Tbe decree's most serious shortcoming is that it makes eligibility fór assistance contingent on the dismissal of at least ten vorkers from the same enterprise at tbe same time. According to tbe ezperience to date, the enterprises are circumventing this provision, by dismissing tbeir vorkers in groups ranging in size from five to nine. The decree requires tborougb revision and tbe addition of név provisions.- It must be stated that any vorker vhose employment has been terminated fór any reason, other than disciplinary dismissal, Í6 entitled to unemployment compensation. This includes alsó the employees vbo gave notice. (We knov very véli that it Í6 nőt particularly difficult fór employers to harass intő quitting those of tbeir vorkers vho have become redundant.)- Tbe duration of unemployment compensation must be eztended, depending on tbe situation in tbe job markét and as a function of tbe accrued years of service. The vorker vho does nőt find a job before his unemployment compensation runs out is entitled to velfare as a civil rigbt.- Let us eztend eligibility to unemployment compensation to include alsó the first unemployed, the young people unable to find vork after leaving scbool or upon completing tbeir vocational training. The members and employees of specialized co-op groups, business partnerships and small co-ops, as véli as priváté employees should alsó be eligible. In tbeir case, tbe amount of unemployment compensation vili have to be set as a percentage of tbe average pay fór the given occupation and age group.- Dnemployed vorkers pledging by contract to learn a név trade should be eligible to claim retraining assistance. The conclusion of such a contract should be permitted alsó vitb public agencies (e.g., vith tbe labor department of the council on vhose territory the unemployed vorker resides), bút the claimant vould nőt be under obligation to vork in future fór any specific employer.
