If the trade unión is to fulfill its intereat-representing role, it vili have to abandon its dogmas and its rigid, hierarchic atructure.- Let tbe SZOT become an umbrella organization, like the Patriotic People's Front.- Allov the vorkera to form trade-union groups at the vorkplace, in •ccordance vith their reál interest relations.- Allov the interest-repreBenting groups to establish contact vith similar groups at other vorkplaces, and to form a régiónál or national coordinating body.- The confederations established in this manner vould function parallel vith the branch trade unions; or vould replace them if the latter ceased because their member trade union6 had vithdravn. The SZOT vould register the confederations as independent unions and vould in it6 túra become the federation of these confederations. The SZOT could refuse to register the trade unions of vage and salaried employees and retired persona only if their program or activity violated the lav. The applicant fór registration could request judicial reviev of the application*s rejection.- The SZOT and its apparátus could tbemselves propose the formation of interest-representing organizations or the higher-level coordination of such organizations if they already existed. This vould be desirable particularly in the case of groups vhose efforts to organize vould encounter practical hardships (retired persona, the unemployed, part-time vorkera, homevorkers, the self-employed, etc.). The trade unión18 various levels must be made independent.- With the abolition of Central vage regulation, the detailed vage talks betveen the government and the SZOT Presidium vould be meaningless. The SZOT should attempt to reconcile its standpoint vith that of the government primarily on mattéra requiring statutory regulation, such as minimál vages, maximum vorking hours, the smallest index of the annual vage adjustment fór inflation, the proportion of gross income payable as social-security contribution and the sharing of this burden betveen employer and employee, and the generál regulation6 on vorking conditions.- On questionB of economic policy and employment policy the SZOT should hold talks primarily vith the other interest-representing organizations; vith the Hungárián Chamber of Commerce, fór example.- The SZOT should have no authority to issue orders to its member confederations. Its task tovard them vould be to supply economic data and to reconcile the divergent interests of the various employee groups.- The relationship betveen the individual trade unions and the interest- representing groups at the vorkplaces should be similar to the relationship betveen the SZOT and the6e trade unions.
