- The proviaiona of tbe Conatitution regarding referenduma (Section 20, Paragraph 1, Item d) must be fleahed out by enacting a Lav on Referenduma. It abould determine (1) vbat isBuea may be aubmitted to a referendum, and (2) hov many citizena must sign a petition to hold a national referendum. It vili aleo be neceasary to clarify vbat iaaues may be aubmitted to a local referendum, and vhat proportion of the local aduit population must aupport the petition fór a referendum. From an empty alogan, local autonomy must become reality. The prerequiaitea fór tbe councila to become autonomous bodiea are aa follova:- The councila' aelf-governing functiona muat be clearly diatinct from tbeir adminiatrative functiona, both organizationally and in terma of peraonnel.- The councila aa repreaentative bodiea muat effectively overaee their executive committea.- The local communitiea must be auitably informed of the council meetings and muat be able to influence the councila' agenda and deciaiona.- The council8 must be free to dispoae of their financial reaources.- Tbe obligation to provide and maintain public Utilities must nőt mean that the councila gain a monopoly of auch Services. Separation of the councila' aelf-governing and adminÍ8trative functiona means tbe folloving:- Only the taska that the State undertakea uniformly in the entire country may be regarded aa adminiatrative taska. Theae include the collection of centrally levied taxea, the supervision of legality, and the velfare payments and Services bome by the State. It ia reasonable to regard aa adminiatrative functiona only the Services vhich tbe State has pledged to provide uniformly.- It ia the concern of local governments to oversee hov tbe administrative functions are being performed, and to deal vith all local mattéra that are nőt administered centrally. Local governments may perform their taaks themselves, or they may farm the tasks out to entrepreneurs or resourceful civic groups.- One vay of so'lving the separation of peraonnel is to have the council chairman represent the community, vhile the council secretary represents the Central government. The council secretary is then responsible fór the performance of the administrative functions, vhile the chairman overaees him and directs the activity of tbe council as a local government. It vould be expedient to let the local population elect the council chairman by direct vote. The government vould supervise, and have authority to discipline, only the council secretaries. % I ( 2k
