- The PreBidential Council's role ab a substitute National Assembly must cease. It abould nőt have autbority to issue lav decrees or to modify tbe lavs enacted by tbe National Assembly. Its role abould be confined to representing tbe State as its bead, to deciding appeals fór clemency, to ordering referendums, and to convening tbe nevly elected National Assembly. Ibis solution is in accord vitb the variant under vhich the Central Committee directly exercises tbe party's prerogatives. If tbe head of State were endowed vitb these prerogatives, the status of the Presidential Council vould have to undergo essential cbange. It could nőt be an organ of tbe National Assembly, and it vould be expedient to elect its president by direct popular vote.- The National Assembly must hold more and longer sessions than are nov customary.- Tbe National Assembly must have its ovn staff of experts. It needs alsó a staff to draft legislation, so as to end its reliance on the experts of the Ministry of Justice. Any deputy should have access to tbe National Assembly's experts.- Fór tbe duration of tbeir mandates, deputies sbould be alloved to pursue their occupations part time or to request that tbey be released from duty entirely.- The right to question ministers and tbe right to introduce motions, as defined in National Assembly Resolution No 6/1971-75, must be restored. The validity of National Assembly Resolution No 9/1985-90, vhich curtails these rights, is questionable becsüse it vas passed in closed session. According to the rules of procedure nov in force, hovever, a session may be ordered closed only "in case of an emergency" (Resolution No 6/1971-75, Section 43, Paragraph 1).- Voting by ballot must be introduced; the vote on a motion of confidence or no confidence should alvays be by ballot.- The National Assembly must debate each bili in tvo readings. Bilis must be made public at least 3 months before their introduction. Public debate on the bilis must be open and covered by the mass média. The National Assembly's Administrative, Legal and Judicial Committee must see to it that the organizations representing the interests of groups vho vould be affected by the legislation are given an opportunity to present tbeir standpoint to the public in due time. The electoral system must be modified.- We need a national list of candidates one order of magnitude larger than at present. The voluntary public, professional and interest-representing organizations vitb public-lav status vould enter their candidates on this list. In other vords, all the organizations that are enumerated in the Constitution or vhose founding is regulated by separate statute (SZOT, Hungárián Academy of Sciences, Chamber of Commerce, etc.).
