10. It is equally important from the viewpoint of our foreign policy lnterests and the International evaluatlon of our system that propaganda dlrected abroad provlde timely Information about enemy actlvitles and the Hungárián position regarding the legal meaaures serving to curtail them. Our propaganda dlrected abroad mist clarlfy the prlnclples within the framework of soclalist democracy on the hasis of which we take actlon agalnst lndlvlduals engaged In hostlle actlvity agalnst our system as well as the fact that we conslder these prlnclples and Internál matter and the policy we pursue In thls area is nőt negotiable. The Agitation and Propaganda Department will formulate a recommendatlon to ensure that our propaganda dlrected abroad of thls natúré will be in accord with domestlc public opinion Information pollcies.

11. The Politburo reque3ts that the Ministry of Foreign Affairs with the aid of the Agitation and Propaganda Department as well as the Foreign Affairs Department of the Central Committee ensure that the appropriate Information is supplied to our representatives abroad concerning the actlvitles of the enemy groups and our actions regarding them.

Our representatives abroad will actively come forward in the lnterests of saking our positlon known and asserted to the political, social, and mass Communications organlzations of the hőst country.

12. The Politburo is in agreement that the Consultative Committee should function fór the continuous determination and coordination of the tasks • related to the suppression of enemy actlvitles. The task of the Consultative Committee is to formulate posltions of prlnciple and policy in connection with concrete issues of the suppression and curtailment of enemy actlvitles on the hasis of which responsible party and State organs may proceed or take action. The Consultative Committee will operate under the supervlsion of the Central Committee Secretarlat and will keep the Politburo informed of issues concerning the actlvitles of enemy groups. The Secretarlat will ratify the composition of the Consultative Committee.

13. The first secretaries of the county party committees and the ideological secretaries of the county party committees will be informed of the resolutlons of the Politburo and the résültant tasks, after which the Budapest and county party committees will be informed.

The more important determinations of the resolution of the Politburo must be announced at the next editora' conference and at the next principals'-party secretaries* conference of the institutions of higher education, at the conferences of the directors of academic-cultural and public education institutions and at the fine árts associations communist actlvists conference.
