Often the leaders of the local party and KISZ organizaticns, the instituticns of hiefaer educaticn and etil tural houses do nőt devote sufficient attenticn to the appropriate political preparaticns fór various intellectual debate nights and youth functions, to the university and college newspapers, joumals, and publications. Nor has [the problem of] authorization of the programs of cultural houses and clubs been solved; more precisely, under the present system of authorizations, the neoessary political guarantees may nőt be assured. In many instanoes, it is either disocvered too laté or after the fact that the organizers ha ve invited individuals kncwn to beleng to cppositicn- enemy groups to hold lectures. Frequently, there is no thought given to the daily scheduling and expertise of the lecturer so that oenmitted experts, capable of debating, may alsó participate in the function. The political work of the youth organizaticns at the universities and colleges is alsó nőt satisfactory; because of the lack of appropriate political ocrrtrol increasingly more problématic articles appear in the joumals and publications of the institutions of higher educaticn which mirror cpposition-enemy influence. V. Sumnarizing the experiences gained since 1982 in the area of suppressing and controlling the activities of the cppositicn-enemy, the most inportant task is that we create an unequivocal situaticn in the area of the political "handling" of the activities of the cppositicn-enemy. We must make the differenoe between "cpposition" as a social phencmencn and hostile activity unambiguous. Given the intematicnal envirenment and ccnditions and the present develcpmental level of socialist society and socialist democracy the cppositian criticcil-argurnentative manifestaticns directed against the party1 e politics, or fór that matter the presenoe and existence of cpposition opinions and positicns should nőt be ocnsidered social ancmalies. It is the interest of social ist society and the party that different opinions and altematives ccnoeming the path and altematives of the develcpment of social ism ocme intő the epén and "nőt be swept under the carpet", and that it be possible to cppose them in epén political and ideological debate. These debates do nőt endanger our social ist triunphs if the caununists stand fór the affimaticn of the values of social ist society in unison and oonvincingly, if they ccnsistently battle against anti-socialist and arrti-marxist manifestaticns, if fruitful constructive work is in progress and the danestic political situaticn is solid. It must be note that we must permanently coexist with the cpposition manifestaticns, and we must create the ccnditions fór ideological struggle in our political work. We must ocntrol, that is, create forums where they do nőt exist where opinions different fran the party’s position may alsó be debated. However, an inportarrt preoondition fór this is that we distinguish between "cpposition" and enemy activities— decisively cn the basis of the natúré of the political activity.
