Oi-MO H 2é • G. kroi*A 86/1987/S/ 29th June, 1987 Declaration of the Hungárián Democratic Opoosition The editors and contrihutors of the Hungárián deomocratic opposition 1 s samizdat newspapers puhlished the following deciaration today: DECIARATIOH on part of the editors and contrihutors of the independent Hungárián press regarding the govemment shuffle and the Parliament's summer session. Hungary is in an economic'and political crisis. The govemment demanda név/ sacrifices from the population, without having any plans to check the decline. The shuffle in govemment and party hodies which is propagated hy the leadership as the first step out of the crisis is in fact no more than assigning different people to the same offices. The power group that commands the country’s fate will nőt altér its policy even in the face of the present ominous state of affairs. 1. János Kádár in the name of "continuity" has heen a stumhling hlock of economic reforms and political change that could ex- pedite development} yet he has retained and even confirmed his , position as first secretary of the party. 2. The halance of pov/er inside the polithuro and the secretariat has heen shifted to the detriment of those formerly suggestive of reform. Any politician representative of a possihle democratic opening is still nőt tolerated in the highest stratum of authority. 3. Expert economists are removed from the govemment and party leadership. This process has lasted fór years and the present personal changes did nőt reverse it, although political leadership is itself theoretically concerned with methods fór healing the several ailments of economy. Official statements have heen assuring us fór years of an increase of the role of parliament; and lav/s prescrihe that the population he truthfully informed. In reality, however:- the new prime minister and his deputy were installed intő office at a closed session. This is unlawful and unprecedented in parlia- mentary history.- the new prime minister took office without outlining his programme.- the chairman of parliament overruled without hallót the proposal of án M.P. to set up a parliamentary committee to devise a scheme fór active development> n 6
