Krasaó 45/1987 /E/ 21st April, 1987 Appeal to Stop Arbitrary Police Actions In Hungary signatures are collected to an appeal which deraands the immediate ceasing of the ever more frequent arbitrary police actions becoming habitual recently. The organizers intend to send the appeal to every Member of Par- liament requesting them to take steps in order to pút an end to police wilful- ness. The text of the appeal runs as followsj "We, the undersigned Hungárián citizens, express our concem about a harmful tendency gaining ground incessantly. In February, March and April of this year the police executed in groups of 8 to 10 a number of so-called checking of premises of many persons, including Tibor Philipp, organizer of the ex- hibition "The Fighting City", Zsolt Keszthelyi, József Talata, editors of the joumal "Egtajak között"; András Nagy, Jenő Nagy and György Gadó, editors of the journal "Demokrata", with the raids repeated at the places of József Talata and Mikolta Bognár, editors of "Égtájak között", During these actions somé persons,declaring themselves policemen bút frequently failing to produce any evidence of this, made their way - in many cases in nocturnal hours - intő the flats of the abovementioned persons and after many hours of searching took away great quantities of printed and manifolded matériái, manuseripts and even personal notes, diaries, notebooks, letters, sometimes without itemized record on them. During the subsequent petty-sessions the police issued decisions, which alsó contain the destruc- tion of the matériái confiscated, regardless of its possible personal character and its value as samples of cult^ral and historical documents. The items confiscated include works of Bibó, Gizella Hervay, Jászi, Konrád, Bulgakov, Koestler and Orwell. Many of the abovementioned persons and even others have been regularly shadowed during this period and are still being shadowed. In our opinion such courses of action violate the principles of humanity, the rule of law and cultural freedom. We raise our voice against such a practice, because historical experience shows that once it has begun its expansion is hard to check. We request You to make use of Your opportunities conferred on You by Your voters and assured by the law to intercede fór bringing this untenable State of affairs to an end.
