Krassó 4/1966 /E/ 26th October, 1986 Report on using psychiatry as a coercive political measure in Hungary /The case of László Rusai/ László Rusai /bőm 2 November, 1955* address: 12 Székely utca, Hatvan, Hungary/ was unlavfully transported to the neurological department of the Gyöngyös "Bugát Pál" hospital from his fiat on the 20th October, 1986. His transport to the mentái ward was carried out by the Hatvan ambulance mén, bút had been inititated presumably by the police. They applied force, though Rusai was nőt resisting. Later, on 23rd October, he was transferred to the restricted ward of the Visonta mentái hospital. László Rusai was taken away and kept without a court warrantj this violated the relevant legal rules. He was an eduoationalist, sacked from his job. He has been a member of the Vox Humana Circle in Budapest and one of the editora of the joumal "Égtájak között" /Between the directions of the compass/ of that Circle, His name csín be found among the signatories of the Appeal issued by East European dissidents to commemorate the 30th anniversary of the Hungárián Revolution. In 1985 he was given a police warning beoause of so-called "violation of community". Before getting that warning he had been kept arrested fór 39 days, several times beaten up, resulting in psychological distress which later necessitated neurological treatment. Before being taken now to the restricted ward he was in perfect physical and mentái condition, according to assertions made both by him and by his friends, bút it is feared that his detention could jeopardize all that. The readers of this report, organizations and priváté persons, are asked to do their utmost to secure Rusai’s release. The seriousness of the situation shouldn't be underestimated: this is a case which can become, in thu future, a widely uued mouna of limiting humán righta in our oountry.
