A The Wall Street Journal február 26-i száma közli Kőszeg Ferencnek, a Beszélő c. szamizdat folyóirat egyik szerkesztőjének írását a január 1-én életbe lépett új magyar útlevél-rendelkezésekről. A cikk kimutatja, hogy a magyar politikai viszonyok liberalizálásának bizonyítékaként propagált új útlevél-rendelet változatlanul felhasználható a politikai diszkrimináció eszközeként és széleskörű lehetőséget ad a belügyi hatóságoknak arra, hogy tetszésük szerint bárkit jji kizárhassanak a külföldre utazásból. Néhány nappal a cikk megjelenése után- március 2-án - Grósz Károly miniszterelnök a Magyar Televíziónak adott interjújában kijelentette, hogy az útlevél-rendelet "bizonyos elemeit ... célszerű lesz felülvizsgálni, finomítani".

Kőszeg Ferencet az Egyesült Államokban tett látogatása után 1 986-ban öt évre eltiltották a külföldre utazástól azzal az indokolással, hogy "magyar állampolgárhoz nem méltó módon viselkedett" külföldi útja alkalmával, és hasonló indokolással számos más személyt zártak ki az elmúlt években az utazásból. Az új jogszabályból kimaradt ugyan ez a kizáró ok, helyette azonban a belügyminisztérium a rendelet 12.§ (2) bek. a/ pontját alkalmazza, amely szerint nem adható útlevél annak, "aki a korábbi külföldre utazása alkalmával a Magyar Népköztársaság jogszabályait súlyosan megsértette". Az útlevél-kérelmet elutasító rendőrségi határozat ellen változatlanul nem lehet bírósághoz1 fellebbezni.
