HIS Press Service No.11. March 1978 Page 6 however, the previous approval of the Hungarian government must first be obtained. In view of the normalization of the relations between the Vatican and the Hungarian government, it would be but logical to demand that only persons suggested and accepted for this purpose on the basis of mutual negotiations be involved in the leadership of the dioceses. In other words, the auxiliary bishops should have effective positions of leadership in their dioceses. If the auxiliary bishops were actually given such positions of leadership, proof of how much these bishops are really needed could soon be shown: Their activity in the right places would soon bring to a halt the criticism present among the clergy and the faithful, which is not wholly unjustified under the present circumstances, which says that "If it continues the way it is, we're soon going to have more bishops than religion teachers." It would also justify the political course of the Vatican, which is aimed at normalizing relations through the avenue of mutual negotiations.
