Attempted community-organization of Bihar county in 1848 József Ruszoly Among the most imporant questions of our Reform era were the transformation of towns under the king’s authority with feudal privileges and the organization of the market towns and villages being under the squire’s authority, after all the introducing of the status of free community. In our first community law made by the Diet in the period of 1832 and 36, the communities were classified into three groups as follows: 1 a community holding a corporate council 2 a community not holding corporate council 3 a community having privileges of nobility In Bihar county beside the above mentioned categories a new kind of corporate council community began to be organized by the Council of Govemal-general passing a decree of 1st December 1840, however the preparation began to be realized only in 1848. The Minister for Home Affairs, Bertalan Szemere’s decree of 17th June 1848 was outstanding because it contained the criterias of the community organizatin becoming a corporate council one. These communities would have been divided into three categories, according to the plan of the 14th of August 1848 created by the delegated county commitee. This commitee - beside the further remarks of the Ministry- gave the plan back to modify on 18th of September, but their work could not be completed because of the breaking of the War of Independce. In the county only those late serf communities and nobility communities were united where they lived in the same place.
