The Establishment and the Activities of the Trans-Tisza Region Chamber of Agriculture before 1929 István Gazdag The circumstances surrounding the birth of the Hungarian chamber of agri­culture were fundamentally determined by the attitude of the government circles, the interests of the groups controlling Austrian-Hungarian economic life, as well as the disorganized state and conflicts within the Hungarian agricultural class. The press, debates in Parliament, and associations related to agriculture all contributed to an ever increasing familiarity for the public with the actual situation of the agricultural population and the current position of agriculture. In 1907, the minister of agriculture commissioned Gyula Rubinek and István Bernáth to draft the bill for the organization of agricultural interests and the forma­tion of the chambers of agriculture. The launch of an agricultural program of scientific foundation and political support was not only a matter of conscience, but a serious political, even foreign policy interest, and the key institution of such a program could be the chamber of agriculture. The first agricultural chamber to be established in the country was the Trans- Tisza Region Chamber of Agriculture, which held its statutory meeting on June 22, 1922. The by-laws of the chamber stated that “...the functions of the chamber in­clude, on the one hand, the provision of assistance to the government and the agri­cultural administration in the development of agriculture, and on the other hand, the promotion and representation of the common interests of agriculture, the agricultural class, and the farming population vis-a-vis the government, the economy and the society of the country”. In the one and a half years following its establishment, the Trans-Tisza Re­gion Chamber of Agriculture proved with its acts that it was prepared for the mod­ernization of the agriculture of the region, and the improvement of the situation of those living from agriculture.
