A Debrecen szabad királyi város közigazgatási bizottságának működésével kapcsolatosan megemlített példák illusztrálták az államhatalom jelenlétét a törvényhatóság közigazgatásában. The Competence and the Organizational Structure of the Administrative Committee of the Royal free Borough of Debrecen (1876 - 1919) Gábor Ölveti The Compromise of 1867 created the foundations of a bourgeois constitutional monarchy within the framework of the Austro-Hungarian Empire. The state organization that was built was simultaneously characterized by powerful centralization and self-government. On July 22, 1872, the royal free borough of Debrecen formed its municipal government, which was organized on the basis of virilism. With Act VI of 1876, Parliament provided for the administrative committee of the municipal government, which was elected in Debrecen on October 2, 1876. The main purpose for the establishment of this body was the strengthening of state interposition by way of harmonizing sectoral state administration and the municipal governments and implementing the provisions of the central government. As an intermediate level executive organization, the administrative committee had a scope encompassing the entire administrative work of the municipal government. It carried out its tasks described in legal provisions of government decrees by way of its plenary sessions and subcommittees, and became, therefore, an efficient administrative body in the territory of the municipality.
