Additional Details to the History of the Technical Education in Debrecen after the Liberation by Mrs Zoltán Mervó The progremme of the reconstruction of the country stressed the development of technical education, and the training of apprentices became a central issue. The Hungarian Democratic Youth Organization formed in Debrecen on December 6, 1944 meant the beginning of a new period in the dife of the youth movement but besides the youth organizations the trade unions also took an active part in the edu­cation of the apprentices in a democratic spirit. As early as the first half of 1945 several measures were taken to protect the apprentices. The two most important of hese were the prohibition of corporal punish­ment and the possibility of the completion of apprenticeship in a shortes period of time. Measures were also taken to regulyte the wages of apprentices. After the liberation, the organization of technical education in accordance with the reconstruction programme turned out to be of particular significance. More and more people supperted the concept of taking technical education from the supervi­sion of the Ministry of Religion and Education and of placing it under the control of the departments, is question. There had already been a practical example of this, when Bálint Hóman was the minister of education. The art of Darliament of 5800/ 1945 M. E. gave the Ministry of Industry supervision of the institutions of technical education. As a first step in the enforcement of this act a Hungarian Inspectorate of Tech­nical Schools was set up. The minister entrusted Zoltán Pénzes, a mechanical en­gineer and secondary school teacher, with the handling of the affairs. A difficult problem was the organization for the apprentices of the countryside. To solve this problem it became necessary to set up a network of vocational schools with a regional specialization. Before the nationalization of the professional school with a regional specializa­tion of Debrecen in 1948 specialization could be accomplished only partially because, due to the economic difficulties, the material and personal conditions could not be assured. The lack of a hostel for the apprentices was another barrier in the establish­ment of the professional schools with a regional specialization. The poor apprentices coming from the countryside and having no place to live began to be supported in 1945 from the National Allowance. The educational activity and functioning of the apprentice-hostels was supervised by the Supervisory Committee of Apprentice- Hostels.
