FÁKLYALÁNG 3 1 THE HUNGARIAN DOCTRINE The Hungarian Doctrine encompasses the territorial and biological integrity of the Hungarian people. It is a protective doctrine serving the future of the Hungarian nation. It opposes anything that would harm the unity of the Hungarian nation, and it embraces everything that serves the Hungarian cause. The Hungarian doctrine is a pragmatic one: it is not rigid but a continuously evolving reality based on the achievements and results of the Hungarian creative genius of the past. This heritage is being enriched with our present-day achievements and it is left as a heritage for future generations to expand and to elaborate on it. The basic tenet of the Hungarian doctrine manifestation of a truly popular representative is that Hungary belongs to the Hungarians who live in the spirit of Hungarian unity. Hungarians who serve the interests of others are not part of it. The Hungarian people stood at the cross roads a number of times during their long history. The Hungarian people has been ex­posed to sufferings since the early part of this century in spite of the fact that foreign rule and domination were especially lethal for more than five centuries. The most dramatic genocide of modern history is being practiced under the present Soviet-imposed system in which the Kádár-regime killed two million phoetuses in their mothers' wombs during the last 10 years alone. In this respect, Hungary occupies first place among all the nations of the world. In contrast, people surrounding Hungary have shown a population explosion in the same period. Thus, the Hungarian people faces an­nihilation in Central Eastern Europe. It is a historic fact that nature does not respect a population vacuum. On the 15th anniversary of the Revolution and Freedom Fight, we cannot remain silent about our burning problems. Fifteen years ago our fight for freedom was healded all over the world, and Budapest had become the symbol of human sacrifice and determination. This struggle inspired poets, writers and artists in praise of the sacrifices of Hungarian men, women and children, of workers, peasants and intellectuals. And the world began to speak about a new phenomenon: about a nation free and living in a true democracy, a system in which there was no ruler and ruled, there was no oppressor and slave, in which people were happy and free. This phenomenon v/as the government inside the country. The Hungarian Revolution and Freedom Fight had no negative aspects. It was not directed against anyone race or religion. It had only positive aspects: it aimed at estab­lishing freedom and independence as well as a truly democratic system of government. Fol­lowing November 4, 1956, after the cries for help died out, when this light of freedom, independence and democracy had been extin­guished, the guilty conscience of the free world slowly but surely started to fall asleep .... Once again, Hungarians were left alone and helpless .... There was no more friend, only enemies. The 15th anniversary of the Hungarian Revolution and Freedom Fight coincides with the 1000th anniversary of our first king and founder of Hungary as a permanent state, St. Stephen. We commemorate St. Stephen who had rallied his people, and with foresight, settled the Hungarians in the most picturesque area of Central Europe: in the Carpathian basin. Today, this land is being occupied by foreign hoards and everything that is considered Hun­garian is being systematically extinguished. Today, Hungary is under the rule of the so-called Brezhnev Doctrine. Nevertheless, we believe that being sincere and honest, respecting the rights of others, the Hungarian Doctrine will survive foreign rule, foreign domination, and the Brezhnev Doctrine. We fervently hope that in a new conflagration Hungarians will be on the right side this time: on the side of freedom and democracy and Hungarians will not be put in the defendant's seat at the forth­coming and inevitable world settlement.
