The fourth section describes benefits of records manage­ment. The fifth section tells about the need to define a regulatory environment. The sixth section deals with the problem of records management policy and responsibili­ties. The seventh section, dedicated to records management requirements, is divided in two parts, the first about principles on which records management programmes should be based and the second about the characteristics of a record. The eighth and the ninth section define the operational part of the Standard. The eighth deals with records systems characteristics and designing and implementing records systems. The ninth section is dedicated to records management processes and controls. The tenth section is about monitoring and auditing records systems, and the eleventh about training programmes. To make the Standard useable as widely as possible, it is made very general. Many additional explanations and specific instructions are incorporated in the Gu­idelines. By its structure, the report mostly follows the Standard, with the exception of the parts that don't need special elaboration.
