What we call recordkeeping metadata is not but only one of the metadata schémas that appear in records management systems. The de­sign of the recordkeeping metadata systems should therefore address the problem of the interoperability and semantic compatibility with other schemas. There is pro­bably no metadata activity - and particularly the work on public schemas - which is not relevant to the records management. Modular building of metadata systems means not only interoperability and a certain degree of semantic compatibility. It is important to define the function of a metadata scheme which is apart of the system. In the development of the schemas it means that the starting point should be the definition of a function, and that new fun­ctionality should be introduced by designing a new schema rather than by extending the existing one. Some metadata activities, Dublin Core for instance, show how im­portant this dilemma can be. The decision is largely based on the implementation of frameworks, such as RDF specification, that enable the integration of modular sche­mas. Metadata design and implementation issues in a wider environment should be a part of the recordkeeping policy. Metadata schemas define structure and behavior of records and other information objects, their use in business and communication ap­plications, their recordness. Records management is a part of an open information management system, and cannot be separated from the business and communication environment without the risk of loosing some basic functionality.
