His scientific views are the basis for a better understanding of this problem for further research into the matter but also for a critical reinvestigation of the political relations in Istria and the international views on the problem of Istria and Rijeka in the first half of the 20 th century. Concerning this question Dragovan Šepić gave many valuable answers and his results will remain an everlasting valuable base for further research.
