SUMMARY THE STRUCTURE AND GENESIS OF INFORMATION SYSTEMS This analysis differs from usual opinions that technique and techno­logy are the base of information systems (IS). IS is defined as an orga­nized totality of information activities and relations (information/do­cumentation/communication) of institutions, organizations, services and information culture. In that sense IS is not something that differs from the existing cosial organizations, services, relations and regulations. IS is a theoretical approach or a theoretical reduction of the complex so­cial reality (or of a social subsystem) for the purpose of research and study of a society or a social activity from the standpoint of informa­tion science. The following constituents of the IS are analyzed: a) information subjects (different forms of information and documentation organiza­tions and services, inormation societies and associations, scientific in­stitutes and schools concerned with research and education of person­nel for information activities), b) information culture (determined by a set of social values, attitudes and orientations of IS users, or by the behaviour of users as well as the rules of behaviour of the IS itself), c) equipment (the tecnological base of each IS — tecnical means and
